Identify and prioritize housing problems by Delphi's method and Shannon technique (Case study: Mashhad city)

Aims and Background: Poor housing and poor quality it has always been one of the main problems in iran. The growth of the country's population in recent decades and extensive displacements,  the policies adopted, improper management in this area has caused problems  That demands serious attention. Clearly, understanding these issues can be one of the most important steps in the process of solving them. The present study aim is identify the issues and set priorities to classify them. Methodology: This research is applied in terms of purpose and in terms of method, it is a combination of qualitative and quantitative  methods based on analytical strategy and consecutive exploration. and for analysis purposes, a combination of qualitative and quantitative models such as Delphi and Shannon's entropy has been performed. Findings: Based on the analysis of the components and indicators obtained from previous research and questionnaire, a model with four components and 32 indices, editor and weight of each category and the importance of the issues to be determined. Conclusion: The results show that the most important housing issues are in the "design" component with ten indices. Then the "management" component with eight indices and then the "economic" component with six indices and finally the "implementation" component with eight indices. Also, among the 32 identified indicators, regardless of the components; "Impossibility of owning housing and rent" and then "worn-out residential fabric" and then "lack of flexibility in the building", "lack of effective planning in mass production and industrial production", "lack of attention to building sustainability approaches and Using clean energy ", the most important issues in the field of housing, according to experts.
